Every year, around €300 billion of European private savings are invested in foreign financial markets (particularly in the United States), due to the fragmentation and lack of attractiveness of European markets. Based on this analysis, the document presents concrete proposals for mobilising European private savings to support the European economy and businesses.

The note – drafted in collaboration with the Institut Jacques Delors in Paris, the Jacques Delors Centre in Berlin and the IE Global Policy Centre in Madrid – is part of a broad European debate on the role of capital markets in financing the EU’s strategic objectives.
