On 11 March, the first meeting of the working group on the 28th regime, coordinated by President Enrico Letta, took place within the framework of the Single Market Lab activities.
The initiative is part of the European debate on the introduction of a single, optional legal framework for businesses, aimed at overcoming the regulatory fragmentation that still characterises the single market.
The inaugural meeting brought together experts and representatives from the academic, institutional and business worlds for an initial discussion on the main lines of work. The discussion focused on the possible obstacles to the realisation of the 28th regime, the scope of the companies involved and the areas of law affected by the initiative.
What emerged from the discussion was the need to combine ambition and pragmatism and to begin a process of in-depth study on the central issues of the proposal, including the extension of the regime beyond the initial perimeter of start-ups and the issue of enforcement, which is considered decisive for the effective application of the new framework.
