The seminar The Structural Plan and the Budget Manoeuvre: Challenges for the Italian Economy took place on Friday 12 December 2025.

The proceedings were opened by Paolo Guerrieri (PSIA – Sciences Po), who framed the meaning of the Medium-Term Budgetary Structural Plan in the light of the new European fiscal rules, dwelling on the macroeconomic criticalities characterising the current phase, in particular the combination of low growth and high public debt.

During the presentations, Fedele De Novellis (REF Ricerche) analysed the contents of the budget law and the structural plan, highlighting the main sustainability issues and the implications for public finance. Stefania Tomasini (Prometeia) delved into the Italian and European economic situation, pointing out the risks linked to the economic slowdown and growth prospects. The concluding speech by Paolo Onofri (Prometeia) offered an overall reading of the challenges facing the Italian economy, emphasising the need for consistent policies capable of combining budget discipline, growth and financial stability in an increasingly complex European and global context.
