A European Parliament study analyzes the obstacles to the development of a single defense market, highlighting that the main barriers are political rather than economic or regulatory in nature. Disagreements among Member States, decision-making constraints, and national prerogatives limit industrial and operational integration. This fragmentation results in production inefficiencies, poor interoperability, and difficulties in aggregating demand. The study concludes that without greater strategic convergence among Member States, the sector’s integration will necessarily remain gradual and incomplete.
